When attempting to log in to the admin console, you can retry within a set limit of attempts. However, if the limit is exceeded, the account will be temporarily locked, and login will be restricted for a specific period (account lockout).
A super administrator can manually unlock the account of a locked administrator via the admin console.

Confirm if an account is locked due to repeated login failures, access the Audit Log in the admin web UI and review the registered events. (Event code: 108)
